so i was thinking about getting a 3rd gen build but i found there is good x58 deals in my area

so which is better xeon x5670 4.5 ghz or i7 3770 stock
and will a hyper 212 evo be enough to overclock it to 4.5 ghz

2 things to consider:
Gaming wise xeons are poor choice. If that is your aim, then rethink if you want server board.

That i7 is around as fast as lowest ryzen from new platform.
Rethink if you want to go for something that will be unsupported by newest games/programs soon.
all in all both choices still will work for not very taxing things.

Since you don't own any parts, your best option would be upgrading to 3rd gen Ryzen, starting from 3600 and up, depending on your budget. Pair it with a decent B450 board and plenty of new DDR4 memory and you are set. Investing into platforms you initially mentioned is a dead end, both are obsolete (though still capable).

3770 (non-K) can ABSOLUTELY be OC'd. As long as you have a Z series board. Limit is +4 multiplier, and you can enable MCE for 4.3GHz all-core. Others have upped the BCLK for higher frequency, but that's generally not advised.

I agree that price should be carefully considered. No modern systems use DDR3, so that's a sunk cost. Of course DDR4 is nearing its EOL also...

You guys are over thinking this. A Ryzen 5 2600 for around $115-120, a $70-90 B450 motherboard, 2x8GB DDR4 3200 kit for $60-70 and a Hyper 212 Evo or GAMMAXX 400 at $25-35. That is a system that would be between $250 and $315. You may end up pending 2/3 or more of that for the i7-3770 with motherboard and 16GB. A Ryzen 5 2600 would be faster in production work and as fast or faster in games compared to an i7-3770k. You would also have the option of upgrading to the Ryzen 4000 series if you needed a faster CPU.

i can't get ryzen i have a budget of 310$ for a full build to i wanted to go to a 3rd gen i7 and a used rx 580 4g i think this is the best choice and already have 8g of 1333 mhz ddr3 should i sell it and 1600 or it is not worth it also can i overclock it i will get a asus z77 ws it supports up to 2800 mhz memory so i think i may overclock my memory

Assuming you are in the US, you are already well within your budget to get a Ryzen 5 2600, B450 motherboard and 16GB of ram. You also already have enough to cover the applicable taxes if your budget is $310. I'm saying you should get a $120 Ryzen 5 2600, $75 Asrock B450M Pro 4 (Micro ATX) or $80 B450 Pro 4 (ATX) and $60-70 DDR4 3000-3600Mhz 2x8GB ram kit for a total of $250-270 before taxes. You don't actually need to buy a new cooler either as the stock cooler for the Ryzen 5 2600 is sufficient to keep the CPU cool enough.

Also, just because the motherboard says it supports DDR3 2800, does not mean it will work or even be available for purchase. You are not going to find DDR3 2800 modules for cheap if you do find them and they will most certainly be used kits. They will at least cost as much as a new DDR4 3200 kit. I recently bought a 2x8GB DDR3 2400Mhz kit used for $50 and it doesn't even run stable at the rated specs on my Asrock Z97 board.

$310 for a full build using a z77 and i7-3770/k with a GPU was never going to work in the first place. Last I looked about 3 weeks ago, a z77 board and i7 3770k were selling for around $160-170 used and 2x8GB DDR3 1600 was around $25-30 used. You will likely still need to buy a $25-35 CPU cooler and a good GPU is gonne be around $70 used. You also have to factor in at least a 550watt PSU at $60-70, because you will likely need two PCIE rails for older used video cards unless you go with a much worse video card. I have an HD 6770 that uses 1x6 pin PCIE rail and is around 350-450% slower than my GTX 970 that uses 2x6 pin PCIE. A GTX 750ti is nearly 200% slower. It's another $35-45 for a "decent" case if you don't have one. You will also need to buy a Windows 10 home license for $100 if you don't have one to transfer already or save that cost by going with Linux. So in total, you are looking at a cost of around $470-520 for a complete system using mostly used parts. As a comparison, a complete Ryzen 5 2600 system would probably cost around $530-560 with a used video card.

What do you have for parts right now? Do you have a case and a PSU? What is the PSU model if you have one? You already said you have 8GB of ram, but is that 2x4GB or 1x8GB?

Probably the i7-3770. However, I have to ask how much are you paying for these processors? Depending on what kind of deal you got for them, it might be better go get something several generations newer. Do you have the rest of the system already sorted out or are you planning on doing a full build from scratch? Are you purchasing in the US? Europe?
