Which is the best budget laptop for running Android Studio?

Here are my requirements:
1. It should run android studio smoothly
2. It should be portable i.e should be small in size and light in weight
3. It should not cost more that 20k (Indian Rupees)
4. It should have good battery backup (at least 7 hours)

P.S: I don't care about type of OS or HDD size .

Either a basic Windows laptop powered by an A8-6410 or a Chromebook, ideally a Tegra K1 or i3-4005 based one. All will have good battery life and I'd be shocked if Android development tools didn't work on Chrome OS/ARM.
