I am confuse b/w windows 8.1 and 7...

R7 260X
Ripjaws X 1866 8GB(2x4gb)
Antec VP450P I 450 Watts PSU
i will be using a x64 bit OC....

are you asking something about overclocking or did you mean OS

Both should give you identical overclocking as this is normally done at BIOS level, although Windows based software is available to do this, but not as accurate. As W8.1/\W7 question, W7 drivers are more mature so less risk of them having issues with an overclock, but I would still go for W8.1

no bigy. yeah windows 8.1 will give a few more frames per second in multi-core games and I have never had any driver issues with it.
