The second one with the i5 seems to be the best PC.
But what do you intend to do with it? None of them can play any modern games.

Just a question i believe the i5 Computer is like $400 could i just find another better GPU & stick it in there instead?

Yes just make sure the mobo is compatible (it should if it has a large PCIe slot), the card will fit in the case and the PSU is powerful enough.
