Which isp att uverse or timewarner cable

So im eleigible for a new promo with either twc roadrunner at 15mbps with 1mbps but i get through suffer through peak lag and its 34.95 (29.99+4.95 router) or i can open a 1yr contract with att uverse or fiber optic wich is 12mbps 1mbps but i dont need to suffer through peak time lag due to ot being not shared. Which one is the better choice twc is not contract and i have cable with twc 300+ channels for 34.99 and i will not change
