Which low budget system to get?

Hello. My laptop currently broke down (DV6. ATI 4650 1GB, AMD PROCESSOR, 4GB RAM) and I played League of Legends on it; that is the only game I play. After I get a job I'm going to get a proper computer.I don't have a lot of money and I want the bare minimum that can play this game at a stable frame rate. My two options at the moment are:

Processor Intel Pentium Dual Core 2.8Ghz
Memory 2GB
Graphics Geforce GT610 1GB DDR3 PCI-E Graphics

vs

Processor: Dual Intel 64-bit Dual Core Xeon 5130 2.0Ghz =4 x 2.0GHz
Memory: Massive 2GB (4 x 512MB) PC2-5300F RAM
Graphics Card: ATi Radeon 2GB HD5450
