These are the motherboards I'm looking at for building my new system. Which one would you buy or would you choose something else based on the system?

MSI MPG X570 Gaming Pro Carbon wifi or ASUS ROG Strix X570-E Gaming?

I currently have purchased :

Ryzen 7 3700X
Corsair Vengeance Pro RGB DDR4-3600 4x8gb
Nvidia RTX 2080 super FE
Corsair MP510 960 GB M.2-2280 NVME
Corsair Hydro X water cooling for CPU and GPU
Corsair Crystal Series 680X RGB ATX Mid Tower Case
MSI Optix MAG321CQR 31.5" 2560x1440 144 Hz Monitor
Corsair AX1200i, 1200 Watt Fully Modular Digital Power Supply

if you have a non-fe version plus water cooling, you should be able to oc more than fe. Too high voltage PSU will cost you some efficiency, but it is fine if you like it.
Major usage?
Dual channel ram is good enough, no real benefit to go Quad
why FE? worst version imo.
2080 not enough for ultra 1440p 144 fps in demanding AAA titles
1200 is way too much.
Budget and country?

Between the two MBs, I will say both are good but I will go with Carbon, just personal preference.

I got killer deals on the ram and the power supply. I paid $125 for the ram and $120 for the power supply so why not? As for the GPU... I chose that one mostly because I could get the Hydro X GPU waterblock for it. I wanted water cooling and have a friend who could get me a full Corsair GPU and CPU hardline cooling kit super cheap. I could also choose the Asus ROG Strix 2080 Super Advanced OC but I didn't see that as actually better than the FE since on water cooling I could OC that too.
