Which motherboard to use with Fx 8320E (about to overclock to 4.5ghz)

Hi guys, Last 3 months I replace my old fx4300 with a new fx8320e. Currently I am using GA-78LMT-S2 which is literally not suitable for overclocking so I'm deciding to buy a new motherboard.

I am confused whether 970 motherboard is enough for achieving 4.5ghz stably, or should I buy 990 motherboard. Now I have an Am3+ gigabyte 970a-d3p in mind (ud3p is not available in my country) and GIGABYTE GA-990FXA-UD3 R5 which I can't afford to buy it right now.

This is my rig.
Cpu: Fx8320e
Gpu: Gigabyte R7 370
Ram: Kingston HyperX 8gb 1333
Psu: Corsair vs650
Cooler: Ice Edge Mini Fs v2.0 (no plan to change)
Case: Gview I (no plan to change)




 
I would go for the 990FX board simply due to the larger heatsink and better power delivery when compared to the 970 board but then again you won't need SLI/crossfire. but with all options considered, are those the only two boards you have access to? Where are you located?

FYI, you will need to go for DDR3 ram that is at least 1866MHz to get that full overclocking package.
 
So you looking at a new motherboard, ram, and I would change out the Corsair VS PSU wouldn't trust that thing to overclock any computer. I also wouldn't expect to much OC headroom with that cooler.

If your going that far might as well just make the jump to the new ryzen cpu and board
 
Sorry for misunderstanding. I put the brackets on cooler and case because you guys might suggest me to buy some sort of water cooling or something which I don't have much knowledge about this so I'm not interested in. For the rest of hardware (except mobo), I just bought them recently so I decide to stick with them for a while.

And for the ram, my current mobo doesn't allow me to adjust ram speed over 1333mhz but the ram actually can run at 1600mhz.
