I can't choose between an i7 4700mq CPU and an i7 4800mq (150$ difference)
Does the 4800mq really make a difference performance wise or should I go with the 4700?
Oh and they have a 300Mhz difference

4700mq: 2.4 Ghz, turbocharge 3.4 Ghz (I think)
4800mq: 2.7Ghz , turbocharge 3.7 Ghz (I think)

P.s. will I be able to run Rome total war 2/ crysis 3 on full ultra settings?
My specs are:
One of these 2 CPUs
16 gb ram at 1600
Gtx 780m sli (dual)
1TB 7200 rpm HDD
250 GB SSD
18.4 inch screen full HD
(Alienware 18)

I would honestly just go with the i7-4700mq if it were me personally. 150 dollars is quite pricey for the difference. The 4800 is better, yes, and if you have the money you can go with that instead.. But if 150 is a big deal to you (like it is for a lot of people), just go with the 4700. As far as running both of those games on their highest settings, you shouldn't have too much of an issue. The RAM is overkill, the processor is nice (either choice), but your GPU(s) is where you will shine here. That GPU is solid, you should be fine.
