Which of these two CPU's is best?

I am wondering what cpu is best of Intel Core i5-7400 Kaby Lake with 3GHz and Intel Core i3-4170 with 3.70GHz?

The i5, though I would at least try to get the 7500. The 7400 is clocked rather low, but I would still expect it to outperform the i3 in pretty much anything.

That not the way it works, clock speed does not even remotely tell the whole story. The i3 may run 700mhz faster but it has two less physical cpu cores than the i5.

Exactly as Dunlop said. More cores = better performance in a lot of modern applications even gaming. The importance of core count is only going to increase, so i5 will always be better for modern and future applications.

For a pc you just plan on browsing the internet and checking email with, no the i5 is not worth it. If you plan on gaming or doing any type of intensive work on your pc then yes it is. For gaming you would want a good gpu as well.
