Which of those setups are better?

I want to buy one of those SFF's from eBay as refurbished:

1) Dell Optiplex 9020 SFF i7-4770 3.40GHz 8GB 240GB SSD - $394.64 + 90 days warranty
2) HP ProDesk 600 G2 Desktop Quad Core i5-6500 3.2GHz 8GB 256GB SSD - $403.01 + 30 days warranty

Which one would be better? As a computer from and home use plus for studying as a computer science student.

I don't think HD 7870 can fit into a an SFF form factor case.

You see single core diff is only 18% from 4th gen to 8th gen... still pretty good. However, since you already have the gpu, I will strongly recommend build your own. reason 1, those refurbished have lousy psu, I won't trust them to add gpu. #2, new parts have better warranty. My pick for your usage:

isn't 4th gen old?

Also the optiplex is DDR3 while Prodesk is DDR4... means the motherboard is bit newer no?

I don't know if anyone here will be able to help with this but, I have a Sapphire hd 7870 GPU from my old setup, do you think anyone of those pc will be able to work with it? connectivity/psu..?

It's older but that 4770 performs close to the Ryzen 2600 and that is a solid CPU. As for that GPU it depends on if there's enough space in the case and if the PSU is up to the task which I doubt as typically the PSU's in those systems are just good enough for the stock system and nothing else.

On the ddr3 vs ddr4, no real speed diff if marked same speed. ddr4 is new but only mandatory with new platform.
