Which one is best

From best to worst...

Ryzen 1500x (69th) - i5-7400 (82nd) - Ryzen 1400 (129th)

Results taken from user benchmark, positions are compared to all known cpus.

I’d go with the 1500x. And as the previous user said that they are comparable in performance, but overclocking can give a huge boost to it and will definitely help in heavy tasks. Unless you are not a comfortable with oc’ing for some reason, take the 7400, or even the 8400.
I wouldnt spend the money on a 7400 unless its a really good deal. You can get the new I5 8400 which is better then both.

But of the three honestly they are comparable in performance at least for gaming. If you do other productivity work then the Ryzens would be the way to go and between the Ryzens the 1500x is slightly faster.
