Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

List of all connected peripherals.

Be sure to check the GPU's wattage requirements and determine if the PSU can support the power requirements of the system including the new GPU.

Keep in mind that the GPU will likely require more power than listed and that the PSU will not provide as much power as listed.....

I3 8100
16GB 2400 MHZ DDR4
AURUS BEAST POWER 450W (its very popular in my country and so many people recommend it and other high brands are very expensive)
128GB SSD
500GB HDD

Performance wise, GTX 1060 3GB,
comparison: https://technical.city/en/video/Radeon-RX-580-vs-GeForce-GTX-1060-3-GB

Now, main argument would be VRAM, which GTX 1060 only has 3GB and depending on a game, you may not be even to play it.
RX 580 has plenty of 8GB.

Another aspect is power consumption.
GTX 1060 is 120W GPU and does fine with 550W unit. Or you can even get away with 450W unit.
RX 580 is 185W GPU and for it, i'd look towards 650W PSU.

Back in 2016, i used to run GTX 1060 3GB GPU. Works fine for 1080p and other than having only 3GB of VRAM, didn't have any other issues. Sadly, since i play some beefier games from time-to-time, the 3GB VRAM did hinder me. So, i upgraded my GPU to GTX 1660 Ti 6GB. And now, i'm golden.
Though, i put my GTX 1060 3GB into my 2nd PC (missus'es PC), since she doesn't play heavy titles, but small indie ones. For her PC, 3GB VRAM is more than enough.

So, look over the games you play at. If those are small/casual titles, GTX 1060 is better. But if you're looking towards beefier/AAA titles, RX 580 higher VRAM amount helps.

That is a crap quality PSU.

Found a label of it;

Direct link if image doesn't load: https://ae01.alicdn.com/kf/S50c7dfccc8ae43ab867f2b6f162b612fs.jpg

From label, you can see that your PSU isn't 450W unit, but instead 354W unit. (Since +12V rail has 29.5A, which: 12x29.5=354.)
And one can not combine PSU rails to magically increase it's output wattage.

For that PSU, RX 580 doesn't happen. GTX 1060 is also pushing it.
Heck, i wouldn't use that PSU to power anything.

So, if you want better GPU, look for better quality PSU as well. Else-ways, it is just matter of time, when your Aures goes "pop", releases magic smoke and fries everything it is connected to (aka your whole PC, including your new fancy GPU).

For a new PSU, good quality units are: Seasonic Focus/Vertex/PRIME, Corsair RMx/RMi/HXi/AXi, Super Flower Leadex Gold/Platinum/Titanium.
Now, i do get that depending on where you live, good PSUs cost a lot. But there are cheaper, mediocre quality PSUs out there that are still far better than the junk you currently have. Those include: Seasonic Core, Corsair CMx/RMe/RM, Super Flower Combat/Legion.

For other options, here's PSU Tier list,

Look for a Tier B unit.

I think there is a communication/social barrier here, the forum gave good advice

Hey OP go RX580, for the specs and resolution you will be fine.
