Probably the Xeon, but both are slow and old. The Xeon is older, more power hungry, and requires either a server motherboard or that you get a compatible 775 board, flash a modified BIOS, and physically cut some plastic out of the socket.
Depending on what you are doing. It also depend on the motherboard...but why are you going so low end? A pentium will also do you justice. Are you trying to game for cheap?
