desktop: defenitly the 2nd gen i5
mobile: there wont be much difference, but the 3rd gen will take less power

The overall performance increase between 2nd to 3rd gen Core CPUs is about 6% assuming the same clockspeed. Assuming we are talking about desktop CPUs, you are better off having a 2nd gen quad core CPU than a 3rd gen dual core CPU.
