I don't know why you want to compare the specs to a PS4 in your decision to buy one or the other. Even if every game that you want to play is on both the PS4 and the PC, the PC system requirements vs the specs of the PS4 won't be the same. One is a dedicated platform while the other is not. Even playing a game on medium settings is similar to playing it on a console...so just okay PC specs is fine in many cases. Of course, that all depends on the specific games.
Since you are looking for as cheap as possible, that limits a lot. What you need to figure out is if there are more exclusives for one platform vs the other that you want to play. If there is, then the choice is obvious. If there are not, then look at the games that are on both platforms and see which are better ports. If you have twenty games you really want to play and are on both platforms, but seven of them are bad ports on one platform and three are bad ports on the other, then that would help in the decision too.
As toot12311 said, you could buy one of PCs and then upgrade it as best as possible, but some upgrades will be limited...and that would add up the cost. By buying used, you also end up with worries about warranties, how the PC was taken care of, and even worries about someone installing malware to steal your private information.
