I can't really see a difference but the overpriced water cooler with the second to cool the i7

also 750W is far more than needed, 550W would be enough even with some overclock (but I suppose there's some special deal on the 750W unit)

the single core performance of both builds is basically the same
in some scenarios the i7 will however run faster. if money is no issue, go with the i7
however I'd go with an air cooling solution.
you can save a dime by going for the Noctua NH-D14 (which provides basically the same cooling for a few bucks less) or the Phanteks TC14PE
however a Cryorig H5, or depending on your oc even a Cryorig H7 will do fine for less money and are siginificantly easier to fit in a case
