I am a video and photo editor. I want to new rig for my work on which I will be doing 75 % video editing and 25% photo editing and sometimes will play Dota2 and Pubg. Please suggest me a Video editing rig for this purpose within a budget INR 100k.

You dont seem to require super high end GPU, here's a balanced rig with plenty of fast storage for your needs.

I came up with this: https://pcpartpicker.com/list/WJjvq4. It is pricey, but if you are a video editor you shouldnt do compromises on the system you are using. Maybe a 1080 would still do the job. You can edit any component you want.
