What country in Europe are you in?

Given that budget, I'd probably be looking at the Ryzen 7 2700X or Ryzen 5 3600 a B450 motherboard, and 16GB DDR4-3200 RAM.

No. People keep throwing that word out like it means so much. It doesn't. If you're paring a low-end component like an Intel Celeron with a high-end component like an RTX2080, then yeah. You're going to have issues. Matching two mid-to-upper range components will work just fine.

Im looking for a cheap upgrade but i cant decide about 2

i found a 1080 for 210 euros
i could get an i5 9600k kit with mobo b365m and 16 gb ddr4 2666mhz for 290 euros <would have to wait some time>

You want some combination.

Upgrading just CPU would not yield a ton of performance due to the limited GPU performance.
Upgrading to a 1080 would cause a CPU bottleneck in many cases and lead to undesirable side affects.

Whats your budget?

Could chuck in an I7 4770 and GTX1070 or ti.

I would wait and go for the CPU/Motherboard upgrade first. Then your graphics card choices will be much greater. As it is, you are probably at equilibrium now between the GTX 970 and the i5-4460.

Or go with NighthawkRMX's suggestion for a pretty good performance bump. I have another machine with a i7-4770 and GTX 1070 Mini in it that is a pretty powerful gaming combo yet at 1080p. Ultra settings are no problem if you like lots of eye candy.

Will the i7 4790k for 100 euros be a good deal ?
