Which os should i use?

First off, heres my rig:
Mobo: BIOSTAR TA970 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS
GPU: ZOTAC ZT-70401-10P GeForce GTX 760 2GB 256-bit GDDR5 PCI Express 3.0 SLI Support Video Card
Psu:CORSAIR CX series CX600 600W ATX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply
Harddrive: Blue caviar 1 TB
Optical drive: LITE ON DVD burner
Cpu: amd fx 6300 am3+
Memory: Ripjaws ddr3 1600
Case: Fractal design arc midi r2

Should i go with windows 8 or 7 (both 64bit)? I heard the layout is better for 7 and there is fraps support, but windows 8 is newer and i imagine there is a little bit of extra performance that goes along with it.

Windows 8.1 consistently outperforms 7.

It depends on your goals, but without more information, I would say Windows 8. Some of the "extra" performance may simply come from no (native) support for Aero Glass. I recommend Windows 8 because, like it or not, that is the direction Windows is moving and if you're committed to Windows, sooner or later you will need to adapt to the changes in Windows 8 or its descendants. One caveat: Windows 8 really likes touch interfaces. You can easily live without touch--I use a Lenovo Yoga, and most of my daily productivity happens without using the touchscreen--but make sure you spend some time becoming familiar with navigating Windows through the keyboard.
