Im using a dh61ww mobo from intel and i want to upgrade to a gtx 1060 with a pcie x1 riser so i can attach my wifi card and it has a i3 2100 , so what cpu and gpu to buy (also i have 4 gb of ram is that enough?)

You would be out of luck since Intel's board's lack UEFI support. Adding any GPU that is based on an UEFI BIOS into a non UEFI BIOS environment will entail you in receiving a black screen in spite your system booting into GUI.

I'd suggest investing in an older GPU, preferably the GTX750Ti(if you can source one before the GTX1000 series launched). Any of the GTX750Ti's coming from the factory are UEFI BIOS equipped so those won't do. Which leads me to suggest sourcing a GTX650Ti.
