Th second build would perform better, but I wouldn't buy either of those PCs.

for gaming they are both imbalanced for the budget. I would avoid a corsair PSU at all costs. 16GB RAM is more than enough for gaming. Do you render 3d animation? and a lot of it? if you dont, ditch the idea of needing 32GB of RAM then. If you budgeted right you could SLI two very powerful GPU's, but this is assuming you only game.
