Which PC component should I upgrade first?

So around a year ago I bought a pre-build gaming PC which I now regret doing, but I've got to deal with it now.

Now I'm wondering which part to Upgrade first. Is the ram, the memory, psu or even put some fans in my pc cause the pre-build pc tries to achieve "complete silence while gaming".

Though the case is quite small so fitting a 120mm isn't going to be possible. Though the GPU temps are at 80-86c and the CPU at 57-65c.

Another idea is to buy a new big pc case that comes with fans and all and then move all the parts over there or even wait for Nvidias 11th gen of graphics cards.

My specs: I5 6400, GTX 970, 8 GB ram, 1TB HDD and 128GB SSD, b150m skylake motherboard.

All those parts are middle of the road selections. You can use better 7th Gen CPU, better motherboard, better video card, 16GB memory. Intel 8th Gen CPUs are out. You likely can use a mid-tower or mini-tower PC case with your current motherboard. I would take a look at bare cases.

Can you recommend me a cheap psu? Cause again, my budget is very strict. Some watts headroom would be nice if I ever would need to upgrade some parts.

Well the manufacturer of the whole machine is Acer. The model is named Acer G3-710.

If a low quality PSU dies, it will most likely fry your whole system and possible start a fire. If a high quality PSU dies, it will just have a silent death and you can replace it and you whole system will still work like nothing ever happened.
Also when you start to upgrade your system you will possible put more load on the PSU and maybe your current PSU doesn't have all the needed connectors and a strong enough 12v power rail to run your new system stable. Overloading a cheap PSU will likely make it fail and risk damaging other parts.

Not the highest quality units, but still pretty decent and safe units could be something like Seasonic S12II series or Corsair CXm series.

My budget is between $100-200. I live in Europe so prices might be higher.
A NZXT S340 costs ~$80 here. I also need a PSU and maybe braided cables just for aesthetics.
Maybe also a CPU cooler because my CPU usually runs at 60c at full load.

the windows or the lights will not help the system crunch numbers. both are options
for me a case is box to hold my stuff. period. I have had the same case for 17 years and plan to have it till it turns to rust.
Corsair RM550x, RM650X, RM750X are all good and have a 10 year warranty
EVGA G2/G3 750W and above have a 10 year warranty, the 650W and below units are 7 year warranty.

Is 450w enough for my system with some headroom left for future upgrades? Though the corsair one looks pretty nice.

2 or 3 seems to be enough. 2 in the front as intake and 1 in the back as exhaust.

BTW. Elgiganten is also listed on edbpriser if they have the product. Haven't seen power there yet.
