So I’m split between 2 gaming PC’s right now. One PC has a GTX 1080 and a Ryzen 5 1600x BUT it has slower 2133mhz ram and I know Ryzen performs better with faster ram. The other PC has a GTX 1070 TI and a Ryzen 7 1700x and faster 2400mhz ram. Which PC is the best? Oh and I’d like to mention that these PCs are the same exact price and I will be playing at 1080p 144hz.

On top of the excellent points made - despite the 1070Ti being slightly less powerful than the 1080, there's no real need for a GTX 1080 when running 1920x1080 resolution.

Thus, I'd lean in favor of the 1700x with faster RAM and 1070Ti card.

TBH either PC would work fine for 1080P/144hz, just make sure the motherboard is a B350 or X370 as Ryzen performs best when overclocked, also the memory could probably be overclocked a bit for that extra performance.

I'd probably go for the 1700X for the extra cores/threads and the 1070 ti should perform fairly close to that 1080.

I'd get the second. There is nearly no practical difference between the 1070TI and the 1080. The second PC has the faster ram and the slightly faster CPU. To be honest however they are basically the same PC. You won't go wrong with either one.
