I wish to build a gaming computer and am stuck between a rock and a hard place when deciding which build to go with.I know both PCs cost the same with the exception of one having a better CPU and different board, (and different theme colors) however, I had to change brands and different parts because I'm picky and wish for theme colors to match. I wanted to know, which PC was better quality, with or without the 7600k/7600 and Z270/B250 Mobo.

Well to be honest it comes down to whether you will Overclock or not since that's the main purpose of getting a K series CPU and a Z series Motherboard. If you have no intention of Overclocking the 7600 + B250 will do just fine but if you do intend on Overclocking the 7600K + Z270 is a good choice. Note for the price of getting a 7600K + Cooler + Z board you can get a i7-7700 (Locked) + B250 Board and this would outperform a 7600K with no Overclocks. You don't really need the aftermarket cooler in the 7600 build, the stock cooler will suffice for a locked CPU.

On a side note, i suggest you change the Power Supply to this, solid and reliable for a budget > https://pcpartpicker.com/product/fZyFf7/seasonic-power-supply-s12ii520bronze...
