Which piece of hardware in my system causes in-game stuttering?

More specifically GTA V. I have this game and before I explain my system specs are: Asus H81M-Plus / Intel Pentium G3258 OC'd to 4.3Ghz / Nvidia GTX 750 TI OC / 10GB Kingston 1333mhz ram / 1TB Seagate HDD + Samsung 500GB HDD / CX600W PSU. That's what I currently have, so far I have been able to play any game without lag including, Project Cars, Fallout 4 and Dying Light with ease at max settings. But my main issue is whenever I play GTA V on any settings I get awful lags and stutters but my framerate still shows no lower than 30 fps, with no vsync I had about 50-60fps on all high settings during day but when nigh came or rain came it went to 40-50fps or so expected, but why do I get unplayable stuttering to the point my game is freezing over and over I just don't play. I know my CPU is only dual core but it is more than adequate considering the overclock. Any suggestions of settings to be changed would be helpful.
 
Solution
The cpu causes the stuttering, there is only so much a dual core can do even when overclocked.When i had my old i5 760 i got terible stuttering in gta v too
