Overall would a 550w psu be enough and would the first psu on my list be ok even though it's limited

It is enough, but please listen before you buy.
Throw me a budget and i'll fit you out with a MUCH better performing system for the same cost.
Also the cooler, though a water cooler, is absolutely dreadful performance.

Overall I have around £1300 in the uk parts are more expensive

For just the PC?
Easy.
Chuck in an 850 Evo later down the line, easier to use that as an upgrade path, you can't pay the difference for a GPU or CPU later, you can with an SSD.
