Which processor for video editing?

I need around 200$ - 300$ CPU for my setup. The current one I have is Intel i3-3225 @ 3.30GHz and it is quite weak for video editing (slow rendering).

edited -- Also buying a new motherboard. Any recommendations?
I heard that AMD ryzen is better bpb for productive work so I thought maybe r5 1600?

i'm not familiar with sony vegas, but do a lot of video rendering

i have one system with an i7-4790 (locked) at 4.0, with 4 cores and 16 gb ram - Using HandBrake, it will render a 35-40GB video file in 30-35 minutes. The same file on another system i have with an i7-5960x (8 cores), also at 4.0,and 64 gb of DDR4 ram renders the same file in 13-17 minutes.

The 4790 is available in the $285-$300 range, the 5960x runs approx $1000

The 4790 would require a new board and not be a whole lot faster than a 3770
