EVGA Supernova 650 G3, 80 Plus Gold 650W
OR
Seasonic Focus Plus 650 Gold

Can both of it handle a RTX 2080 and a i7-9700K? If yes please answer which PSU is better.

Both are good PSUs. I prefer the Seasonic. Both of them are capable of powering a system with the aforementioned components.
