With PSU's it's always better to be on the safe side and buy new.

Refurb items have had issues in the past and are a risk to killing your PC.

Neither are particularly great. If you can afford $70 for a meh PSU (EVGA PSUs didn't become top-notch until the generation after that one), you have enough budget for a new, good one, which is highly preferable. First off, do you *actually* need 750W? Unless you have a multi-GPU solution, it's unlikely that you do.

I don't know if I do need 750w. The machine will pretty much just be a Dell I5 4400 3847 Inspiron in a slightly bigger case with a few more fans. I currently have an Antec Neo 550 HE. The R9 390 has me worried.

You're absolutely fine with a 600W.
