Which PSU should I get?

I cannot decide if I should get a Bronze Certified PSU or spend the extra money to get a Gold Certified one? I'm looking for a fully modular PSU.

Bronze Certified = SeaSonic - EVO Edition 620W 80+ Bronze Certified Fully-Modular ATX Power Supply for $39.99

Gold Certified = Cooler Master - 650W 80+ Gold Certified Fully-Modular ATX Power Supply for $64.99

The CPU of my build is a Ryzen 1600 and I am looking to overclock. Which PSU Should I go with?

The higher the efficiency, the less electricity if converted to heat inside your case.
Over all, a high quality power delivery is more important than efficiency (although I have a love of very efficent power supplies).

I would get the gold one between those two.

The Strix has better fans and cooler than the DUAL.
 
Judging from various reviews, I recommend Gigabyte - Radeon RX 580 8GB AORUS 8G instead. Both of ASUS have been reported too hot, but review amounts are limited.

It says capacitor selection is poor.

He listed the V650... That's a tier 1 PSU.

Not the G650M, that's Bronze and semi modular.
