Im buying new ram to new build and im trying to ballpark see how much better it will be from what i used to have.

In my old build i would have DDR3 1866MHZ CL10 2x8GB ram sticks

In new build im looking at DDR4 3000MHZ CL16 2x8GB

Is the new ram going to be faster than my old? I know they have obviously higher clock speed but just now i realised i had CL10 ram before and the new one will be CL16 and i read that the lower CL the better.

Higher speed (Mhz) and lower CL means faster, generally speaking. DDR4 is generally going to be faster because you get decently low CL with higher Mhz capability. Since DDR3 has matured, you will see the slightly lower CL numbers, but you won't have the higher frequencies that DDR4 can achieve...

Yes it will be DDR4

I just got confused little, the old ram from old system was CL10 and it wasnt super expensive and now that im browsing new DD4 rams the lowest CL ive seen is CL14. It sure changed a lot.

It does. DDR2 had CL like 4-5, DDR3 had 9-10, and DDR4 has 14 or more, so you just can't compare CL between different generations of ram.

As far as your system, you should only be able to have DDR4 in the newer systems So, theoretically, you should have much greater speeds with nearly double the frequency and not much higher in the CL. However, I would not expect double the speed/performance of the entire system. It usually doesn't work out that way.
