kind of the same. the difference in the frequency cover up for the latencies difference. check if your MB supports the 3600MHZ and maybe its support will help you to decide which ram.

Both are optimized for Ryzen, but can the 3600Mhz 18-22-22-42 RAM be overclocked to a tighter latency, such as 16-18-18-38 for example? Or nah?

It's honestly not worth messing with latencies. The differences are in nanoseconds and don't have much bearing on the infinity fabric as much as clock speeds. If the cpu/mobo can actually use 3600, that's a little better for Ryzens, but most boards only support upto 3200MHz, so either set will run about the same.
