The answer must be in context of a selected platform, a particular motherboard and cost. For example, it makes no sense to equip an Intel B460 motherboard with the sticks rated above 2666; thus making the 2400 cl17 (assuming the particular sticks are on your chosen motherboard's compatibility list) RAM as the best choice. On the other hand, when you are selecting memory for a Ryzen 3000 or 5000 system, 3600Mhz is a great choice - again assuming specific sticks have been tested and approved by the board's OEM.
