My build is
MSI 970 GAMING DDR3 2133 ATX AMD Motherboard
AMD FD6300WMHKBOX FX-6300 6-Core Processor Black Edition
Some random SSD drive

I play games, usually not the lastest but i want it to last a few years (so i will be playing todays games in a few years...) before i upgrade. is 960 better? or would i be alright with 950? I do kind of want to play fallout 4, I play starcraft, skyrim, GTA.

GPU Boss isn't the best way to compare graphics cards. Game benchmarks are much more important for a gaming PC. While I prefer Nvidia, the r9 380 usually performs slightly better in gaming benchmarks. Even from the link you posted the 380 won in both games they tested.

The two cards are similar enough in most games that it is probably fine to go with a 960 if you prefer Nvidia. There is no denying that the 380 will get a few more FPS in most games though. It's just not as big of a difference as some people would have you believe.

I should have clarified. I'm on a budget i want it less than $200.

Screw the 2GB 960, the 4GB version will be a better buy. It is $184.99 at Newegg right now, the R9 380 for gaming is better BUT ONLY SLIGHTLY (Please don't hurt me guys) but it is close, either the 960 4GB or R9 380 will be fine.

The GTX 960 4GB isnt worth it as the 184bit bus cant use the full 4gb vram. Secondly the r9 380x is much better choice for around the near amount of money. I highly recommend to go for that one, you will not be sorry you bought it. Its a great choice for 1080p gaming!

950 isn't a bad card, just not a good bang for your buck. It is also not much better than console performance, 380 is your safest bet unless you want a NVidia card for stuff like shadowplay (AMAZING) then you want a 960. Good luck!
