Which side should I install gpu fans?

OK I live in a country where after market gpu fans are not available so I'm left with hd6850 sitting collecting dusts but now I really need them to work so I dismantled the gpu and now I'm gonna stick or somehow make the smaller 2 cabinets to sit on the heatsink.....those stupid 2 gpu fans were so little I wonder what they could do.
But which side to install one side is where the ball bearings are hidden by a seal and the other is blank

Fans should be installed with the sticker side facing towards the heatsink. But usually GPUs use standard size fans, so you should be able to find replacements.
