Which storage solution would be better? ($330 USD budget)

Okay so I am building a mini ITX PC and not sure what to choose for storage.

Option 1

HP EX920 512GB NVMe m.2 SSD
2x Western Digital Black 1TB 7200RPM 2.5 inch HDD

Option 2

HP EX920 512GB NVMe m.2 SSD
Seagate Barracuda 4TB 5400RPM 2.5 inch HDD
Western Digital Black 1TB 7200RPM 2.5 inch HDD

Option 3

HP EX920 512GB NVMe m.2 SSD
Western Digital My Book 6TB 5400RPM external drive

Which would be best? Or if you have a better idea I'm up for it. I really want a fast NVMe drive for OS and main apps

Option #2 - obviously (if you can't get 3.5" drive into your mini-itx enclosure).
If you can, then better put wd black 3.5" drive in there.
