So I am wondering should I get a 30 Hz 28" 4k monitor or shall I get 60hz 42" 4k tv? Will I notice any difference? I am wondering this since I'm on a bit of a budget.
Yeah you should get one 4k monitor as it would be much better then a 4k tv for a pc plus the quality will be better plus most 4k tvs under 900 arent as good

If this for a PC setup which I would assume it is I would go with monitor since it is better for PC and less response time from 1ms to 2ms on most new 4k monitors like the Asus. Your graphics card should definitely be able to handle a 4k monitor. But i don't think you will be able to buy 3 4k monitors for the price of 800 - 900. For a 4k tv definitely but it wouldn't be the best 4k tv.
