Question Which USB hard drive enclosures do not have a sleep mode?

Most USB hard drive enclosures on the market have an auto sleep mode of either 3 minutes or 10 minutes which you can't disable because the auto sleep is programmed into the chip inside the enclosure. I bought a SetMSpace hard drive enclosure and there is no power management tab in Windows in Device Manager, neither does changing the power settings in Windows preventing hard drives from sleeping disable the auto sleep. I bought it assuming that the auto sleep could be disabled but was disappointed when I found out it can't. I want to have my hard drive spinning all the time to extend the life of the hard drive, and I do VHS capture which means that as soon as the hard drive powers off in the middle of capture, the video drops frames. Which hard drive enclosure, if any does not have any kind of sleep mode?

Did you (in Device Manager) change the power setting for the USB controller(s) itself to prevent shutting down for power savings? Not for the storage device, but the controller itself?

Yes I changed the setting for the controller and the USB3 root hub too.
