I have like four USBs on the rear on my computer that are attached directly to my motherboard. When the system is turned off, the power to things that are plugged into them (in this case my mouse) stays on.
This is because there are some USB ports that also provide their own power. They are normally marked with a plus symbol on the USB icon, but my casing has no icons.
