• 16GB DDR4 RAM
• GTX 1070

What's the latest Adobe After Effects version that it can run smoothly ?

The latest Adobe After Effects version could run smoothly, but it will depend on the tasks.
You left out storage on the specs and that is as important.
If your disk can keep up, then it does not matter how fast the other components are.

Also you might need to check how good is the onboard audio, some are good enough for After Effects.
