Which version of the GTX 970 is best?

Hey all,

I am in the market for a new graphics card, and the GTX 970 is at the top of my budget. Is this the best card for that price?

Also, which version is the best version to buy? I was thinking EVGA, but I don't really know the difference between them all.

In addition, is the coil whine issue present in all of the different versions? Is this card worth buying right now due to this issue?
