at the current state of things, I would suggest getting the 1080Ti with 11Gb of VRAM since games aren't still optimised for the RTX. You're only getting a 20% increase in performance between the 1080ti and the 2080ti. So in the current case, you 1080ti will give u better perforamnce in games. but the RTX is more of a long-term purchase.

I don't think there is a wrong decision here though. Whatever u pick, you can't go wrong.

Well i heard that the RTX cards are dying and that they have issues. I can afford a gaming pc only once this is the last time ill get one.
Im afraid ill get "zotac RTX 2080 ti " and it would have issues
 
Unfortunately these are always commom for newely released products. Not just GPUs but for the vaat majority of electronic consumer products. When there's a very new release of technologies, the first generations always tends to be unstable. This is why I suggested to go for the 1080Ti.

he has no 1080 tis

I want the best VGA for quality and performance

If you ask my opinion I would rather build it instead of buying it pre-made. It's funner and also cheaper. If not, if you can go for the 2080 Ti and go for that one.
