For 720p i'd go the i5 + RX 570 but change the CPU to an i5 7500, a few extra $ takes you up a good amount of speed. I suggest you check out the Ryzen 1400/1500 too. An RX 570 is easily enough to run most games on High/Ultra in 720p 60 FPS,a GTX 1060 6GB would be slightly overkill and many games would benefit from a stronger CPU especially a quad core and at a lower resolution where CPU scaling in games is higher. On 720p, the i5 and rx 570, but there's really no reason to get the 7400 it's clocked too low. Either get an R5 1400 and overclock or an i5 7500. You should really consider upgrading your screen for what it's worth.
sorry i meant the 1400. https://youtu.be/zafqn5i7-cw ,on release a 1400 was able to compete easily with the 7500. with 3200mhz ram and most likely a 3.9ghz-4ghz oc with a good cooler, it will do very well. maybe even better now with another month of bios updates and a soon to be microcode update supporting more ram for an easy 3200mhz oc.
