which would you choose?

I have about $400 to work with for getting a gaming PC to push my 1600x900 monitor. I will NOT be able to allocate more funds than this towards the PC. Currently I have a choice between these two towers locally via craigslist. Which would you choose? Neither seller will part their towers out.

Older CPU, but both platforms are essentially non-upgradeable and a 970 OCing to 4.16GHz isn't abnormal in any way. While the 4770 is newer, at 3.4GHz and locked the 970 can probably outperform it at the expense of using more power and generating more heat. #1 also has a much better GPU, PSU, more RAM, and more storage.

#1 for sure, the i7 970 will do you just fine and that GTX 780 is very powerful and it has 18gb of ram, an SSD, a great power supply, and windows 10 pro. Great deal for $400. First one for sure.
