Question whine/buzz/high pitch noise (not sure) from motherboard (foxconn p67a)

i have a foxconn p67a motherboard, not quite the newest but does the job
i can hear a buzz or something like a whine from the area between the cpu and usb ports
also my mouse double clicks sometimes when i single click although its working, and usb devices still get power after shutting down the pc, even if i turn off usb powered devices from bios.
so im guessing maybe its a problem from the usb ports? or maybe its just a coil whine or a capacitor whine?
all capacitors look okay no bulges, and none is getting hot
any help appreciated

MoBo coil whine.

Mice issue. Fix: replacement of mice, since it will get worse as time moves onwards.

usb devices still get power after shutting down the pc
PSU issue. Or could be feature of MoBo that can't be changed in BIOS, despite the option being there.
