Your using the same processor in both builds and about the same video card so it would no matter what the rest of the parts are.
The 16GB of memory is not needed.
Both will give you so close to the same performance it would not matter.

For gaming, you shouldn't see a difference at all between those 2 builds.

Same CPU and same GPU should net you the same results in gaming, and the difference between 8 or 16GB RAM in gaming is non existent or extremely extremely small.

I would not say better cooling both builds cooling is good enough.
Both builds have wasted money build one in the 16GB of memory and the overkill on the power supply.
build 2 on the motherboard that I will say is not a very good board, and has a low quality power supply., overpriced case for being on a budget.

for the same price.. build one... far better cooling... an ssd.. and a better psu.... for the same price its a no brainer.
