White horizontal lines all over the screen

I just bought a used PC and connected it to my monitor(little oldish). For the first day it functioned well but then suddenly it glitched made white horizontal lines all over the screen and fucked up my resolution. Lines are not straight but glitchy and move around and go away and then comes back. It would not let me install newest drivers for video card but all the old ones I tried didn't do anything. Also I have lost Nvidia control panel from PC.

What you're describing could be a failing GPU. You can help diagnose that by trying another graphics card.
Also curious what make and model the power supply is.
