White light on Asus B360H Mobo stays light until restart

Hello,

So i just put this build together with an ASUS B360H Mobo and an AMD ASUS strix 580. With Windows 10 64bit. Every time I boot my machine I get a steady white light(VGA) that wont go away unless I restart the computer. At first, I thought it was a windows issue because whenever it happened windows would think I was using two monitors when I'm only using one. But then I got a windows update and that no longer is the case. However the white light persists. Again, If I restart it goes away.

Key components:
ASUS B360H Mobo
Intel i5 8400
ASUS STRIX RX580 08G
Seasonic Focus Plus 650 Gold

Some things that might be helpful:
- When I first put the rig together I had an Asus GTX 750ti installed.
- My current driver version for my display adapter is 24.20.11016.4
- Whenever I try to update drivers through Radeon settings software my computer suffers a critical fail and I have to roll back to a restore point.
- If I try to uninstall the driver my computer suffers a critical fail and I have to roll back to a restore point.
- I have installed both the motherboard VGA driver found here:https://www.asus.com/us/Motherboards/ROG-STRIX-B360-H-GAMING/HelpDesk_Download/

and the ASUS GPU driver found here: https://www.asus.com/us/Graphics-Cards/ROG-STRIX-RX580-O8G-GAMING/HelpDesk_Download/

Maybe the drivers are conflicting?
Is there trustworthy freeware that can do a clean uninstall and reinstall of my gpu drivers?

PLEASE help!! Any other info I can provide let me know. In the meantime its restart after every boot :(

***UPDATE***
I realized I still had nvidia software installed for the old GTX 750ti. I have since uninstalled the 4 different softwares. I also downloaded and ran AMD Clean uninstall utility. Then downloaded the newest driver for my GPU. I'm not sure if the AMD utility removed ALL my past video drivers or just any AMD ones?

Still, my issue persists. And Yes I've tried both DP inputs. When I get back home I'll try the HDMI port.

Hi, thanks for the reply. I have a Seasonic Focus Plus 650 Gold. Also I've updated the original post. Do you know anything about that AMD utility? Does it only remove past AMD drivers? I'll give that uninstaller you linked a try when I get home thank you!
 
1) Use onboard iGPU, and the DDU to uninstall all the GPU drivers ( nvidia and amd) in safe mode, then shut down the PC.

2) After that, install the IObit Uninstaller https://download.cnet.com/IObit-Uninstaller/3000-2096_4-75161625.html to uninstall the AMD utility too.

3) Also use the ccleaner to clean the registry files too. https://www.ccleaner.com/ccleaner

4) Update the intel chipset driver https://downloadcenter.intel.com/download/28182/Chipset-INF-Utility?product=133332

After done all, shut down the PC, install the rx580 to boot the PC, you should be able to boot the PC without any problem. If you don't have any problem, then install the AMD gpu driver.

1 ) What is a DDU? Are you saying remove my 580, then run a driver uninstaller how do I go about that in safe mode?
2 ) What does the IObit uninstaller do?

Sorry for the late reply. But I noticed something. It seems that I ONLY get the white light if my monitor is off during boot. If my monitor is on standby or turned on before booting I have no issues. At first, my theory was the freeseync, but even with freesync off I still get a white light.

So, my theory is when my monitor is off my GPU does not output video, causing the mobo to throw a white light thinking there's a problem with the GPU? Does that sound crazy?

Hm, that's interesting. Although it states that POST runs before the video card is activated, so POST wouldn't tell my mobo to throw a VGA light right? Also, I don't get any beeps.
