[SOLVED] White line across bottom of monitor, about taskbar height

The white line appears when my monitor is in fullscreen mode, but it's also visible when my computer initially boots up on the loading screen on the monitor.

If the white line appears on all video sources (computer, TV, Blueray player...) and in any mode (standard, movie, game, scenery...), it's a hardware defect.
